LFMWC Emergency Preparedness Plan
Lake Francis Mutual Water Company maintains an Emergency Preparedness Plan to ensure the continued operation and protection of its water system during emergencies. This plan outlines procedures for responding to events such as natural disasters, system failures, and other incidents that could impact water service. As part of this effort, LFMWC participates in mutual aid through the California Water/Wastewater Agency Response Network, which allows member agencies to request and provide assistance, including personnel, equipment, and supplies, during emergencies. This coordinated approach strengthens our ability to respond quickly, restore service, and support neighboring utilities when needed. The Board of Directors formally adopted this plan, and the signed adoption page is provided below for reference.
LFMWC Responsibilities and Emergency Guidance
Lake Francis Mutual Water Company is a mutual water company whose primary purpose is to provide water service to its members. LFMWC also performs limited road maintenance within its service area to support safe access, including access for emergency vehicles.
LFMWC is not a public emergency response agency and does not provide general emergency services within the subdivision or surrounding area.
LFMWC’s responsibilities are limited to:
- Operation, maintenance, and restoration of its water system, including water distribution, water quality, and related infrastructure
- Limited road maintenance necessary to access, operate, maintain, and protect water system infrastructure
LFMWC is not responsible for responding to or managing general emergencies such as:
- Fires
- Medical emergencies
- Law enforcement matters
- Active emergency incidents on roadways
- Storm damage unrelated to LFMWC infrastructure
- Any other non-water-related or non-infrastructure-related incidents
Road maintenance performed by LFMWC does not include emergency response, traffic control, hazard removal during active incidents, or immediate response to sudden events such as fallen trees, accidents, or similar conditions.
LFMWC may participate in mutual aid agreements with other water and wastewater utilities to provide or receive assistance during emergencies that impact utility systems. Participation in such agreements is voluntary and limited to utility-related support, such as personnel, equipment, or supplies needed to maintain or restore water service. These agreements do not create any obligation for LFMWC to respond to every emergency, and LFMWC retains full discretion to decline any request for assistance.
During any mutual aid response, the requesting agency remains responsible for directing operations and for costs and liabilities associated with the work performed.
